Who lives here, who is leaving, and who cannot access opportunity?
OSTINATO RIGOREEUTOPIAN DESIGNVILLAGE REGENERATION CONSULTING
Ostinato Rigore advises towns, villages, municipalities, landowners and community partners on innovative regeneration: not isolated projects, but complete place systems that can work economically, socially, culturally and environmentally.
THE PROPOSITION
A village rarely fails because one thing is broken. Population, housing, services, enterprise, land, mobility, culture, energy and confidence usually weaken one another.
Our consulting work diagnoses those relationships, defines a credible local economic engine, builds a coordinated project portfolio, identifies capital suited to each part, designs safeguards, and helps move the place from report to implementation.
The aim is simple and demanding: help existing villages become places where people can build a life again.
THE 12-SYSTEM VILLAGE FRAMEWORK
A regeneration strategy should not optimise one domain while quietly damaging another. Each system is assessed for condition, assets, constraints, owners, capital needs, dependencies and measurable outcomes.
Who lives here, who is leaving, and who cannot access opportunity?
Can residents, workers, families and older people secure suitable homes?
What creates durable income and year-round demand?
How can local land and production retain more value?
Can people access care, connection and healthy environments?
Do skills match the future economy and the projects ahead?
Can people, goods and services move affordably?
Are core systems reliable, affordable and future-ready?
Can the village reduce cost and climate exposure?
Does economic activity restore ecological value?
What must be protected and activated, not frozen?
Who decides, delivers, owns, funds and remains accountable?
LOCAL DNA
Local DNA means the assets, stories, relationships, constraints, seasonal rhythms, ownership patterns, tacit knowledge, diaspora, institutions and ambitions that make a place economically and culturally distinct. We do not invent a marketing theme and force the village to wear it. We discover what is already true, test what could become viable, and design around the specific place.
DIAGNOSIS THROUGH IMPLEMENTATION
Clarify sponsor authority, stakeholder map, available data, decision pathway and the initial engagement compact.
Create a 12-system baseline, Local DNA map, asset and ownership review, service-gap analysis and leakage picture.
Test the economic engine: local advantage, demand, seasonality, workforce, supply chains and resident-benefit logic.
Sequence quick wins, housing, enterprise, public realm, services, infrastructure and anchor projects as one portfolio.
Build business cases, planning paths, ownership models, operating assumptions, capital fit and downside cases.
Prepare grant, lender, equity, philanthropic, public and community-capital materials with transparent return expectations.
Support design, procurement, construction, commissioning, enterprise activation, maintenance and operating stewardship.
Track vitality, publish agreed results, report negative movement and adapt the portfolio instead of declaring premature victory.
ECONOMIC REGENERATION
A restored building succeeds when it becomes productive infrastructure: housing above workspace, a market supplied by local producers, a care hub linked to transport, or a visitor asset that funds resident amenities.
We help assemble portfolios where housing supports workforce, enterprise supports services, services support population, visitors support local trade, efficiency lowers costs, and governance protects trust.
Where investment is needed, we distinguish grants, public funding, catalytic capital, patient equity, debt, commercial equity and community participation. Each has a proper place. Hiding subsidy or promising market returns for unsuitable projects destroys trust.
SAFEGUARDS
Tourism must strengthen livelihoods, services, amenities or fiscal capacity without unacceptable housing or cultural costs.
Housing, rents, land values and business displacement are tested before decisions harden.
Procurement, jobs, apprenticeships, ownership and enterprise support are designed into the portfolio.
Decision criteria, conflicts, funding sources, responsibilities and performance are made visible to the proper stakeholders.
Projects with public benefit, commercial return or long payback are funded with capital suited to their true economics.
Outputs and outcomes are separated so completed buildings do not masquerade as improved affordability, retention or wellbeing.
VILLAGE VITALITY INDEX
Measurement is used for management and accountability, not simplistic league tables. Outputs such as homes completed are separated from outcomes such as affordability, retention, wellbeing and local value retained.
